First, we generate questions. A good inquiry starts with broad 'wonder' questions, which we then clarify into narrow, researchable questions. For example, changing 'How do governments work?' into 'What are the three branches of the U.S. government?' makes it easier to find facts.
Next, we develop a research plan with adult help. A plan acts like a map. It lists our questions, the safe websites we will search, and the steps to record our notes so we do not get lost in too much information.
