First, Rome was ruled by a King. Later, the people created a Republic where citizens could vote for leaders to make laws.

Rome built strong roads to connect its lands. These roads helped soldiers move quickly and allowed merchants to trade goods easily across the empire.

Let's analyze how Rome changed its government over time to help its people.

  1. Step 1: Look at the first stage. Rome was a Monarchy ruled by one King.
  2. Step 2: Identify the problem. People did not want one person having all the power.
  3. Step 3: Analyze the solution. Rome created a Republic so citizens could vote for leaders.
  4. Step 4: Compare. Voting gave citizens a voice, unlike living under a King.
