Before Rome ruled the Mediterranean, the Persian Empire set a major example. Persia influenced the world through its strong central government, the religious ideas of Zoroastrianism, and cultural achievements like the Royal Road.

The Persian Empire used a system of local governors called satraps to rule their vast lands. This political setup allowed them to maintain control while letting different cultures keep their local customs.

Centuries later, the mighty Roman Empire collapsed in Western Europe. The fall of Rome in 476 CE caused central government to disappear, trade to decline, and Europe to split into small, warring kingdoms.
